BWP’s Lifeline program offers a reduced electric rate for income qualified customers for two years.

What is the Lifeline Program?
The Lifeline program offers income qualified customers an exemption from the monthly Customer Service Charge, the Utility User's Tax, and a 45% reduced rate on Electric Service.

First-time applications are now processed by Home Again LA (HALA), while renewals are still processed at BWP. Please bring your most recent BWP bill (preferred from the previous month, but no older than three months) and an additional proof of residency, such as a phone, gas, or cable bill. The name and address must match your application.


Incomplete applications will not be processed. Applications will only be processed once all required information and documentation have been received. Please read and follow the steps in the application, you must submit all required documentation before we accept the application for processing. Missing documents, outdated proof of income eligibility and inaccurate information will result in disqualification.

Applying for the Lifeline Program

If you meet the conditions above, download and complete the Lifeline application. Applications must be submitted with copies of the required documentation for ALL household members.

First-time applications are now processed by Home Again LA (HALA), while renewals are still processed at BWP. The name and address must match your application.

Qualified Lifeline customers must recertify every two years to remain active in the program. Recertification requires all documentation to be submitted with a new application.

Don't Qualify for the Lifeline Program?

The BUSS Program offers an ongoing 14% discount on electric service to income-qualified residents. Most participants will have an average savings of $100-200 per year on their electric bills.
