Eligibility

WHO CAN APPLY

Rebates are generally available to eligible BWP customers installing a new solar battery system. Final eligibility depends on program requirements, including approved equipment and application deadlines.

Residential and commercial customers may receive rebates to help offset the cost of purchasing and installing battery storage systems when paired with new or existing solar systems.

  • The program is open to residential and non-residential customers who install qualifying battery systems after the program launch.
  • Battery systems must be permanently installed and paired with new or existing solar panels. Portable battery systems are not eligible.
  • Customers receive a one-time rebate of $275 per kWh of installed battery capacity, up to 100 kWh ($27,500 maximum), and not to exceed the total installed cost of the battery system. Customers not eligible for the federal tax incentive may receive $530 per kWh, up to the same 100 kWh limit.
  • Battery systems must have a minimum capacity of 5 kWh.
  • There is no limit to total battery capacity per site, subject to BWP rules and regulations; however, rebates are limited to the first 100 kWh of battery capacity per site.
  • Batteries must be programmed to discharge at least 80% of their capacity daily during BWP’s peak period (4:00 p.m. – 7:00 p.m.).
  • Customers must verify battery programming to BWP upon request.
  • An early termination fee will apply if a functioning battery is removed before the end of year ten. The fee will be prorated based on the rebate amount received and the number of years the battery was in service. Exceptions may be granted in cases of battery malfunction.

The Battery Storage Rebate Program (the Program”) by Burbank Water and Power (BWP) provides Customers rebates applicable against some of the costs of purchasing and installing qualifying battery storage systems.

Eligible Customers

The Program is open to all BWP electric Customers (Customers): The Program is open to all BWP electric Customers.

Qualifying Battery Storage Systems

Qualifying Battery Storage Systems must meet the following requirements:

Battery Storage System Conditions: Qualifying battery storage systems must be purchased new and unused. Any units gifted, resold, rebuilt, rented, leased, received from warranty insurance claims, won as a prize, or new parts installed in existing units do not qualify.

Certification (NRTL): Qualifying battery storage systems must be certified and listed by a nationally recognized testing laboratory as identified by the U.S. Occupational Safety and Health Administration (e.g., Underwriters Laboratories or UL).

Installation: The battery storage system must be installed as part of a new or existing solar system.

Size: The battery storage system must have a minimum capacity of 5kWh.

Permits, Inspection, and Audits: All electric equipment necessary for the proper and safe installation and operation of battery storage systems must comply with all applicable requirements (including without limitation all required permits and inspections) from any codes, rules, and regulations from state, county, and city governments and any other restrictions from any other persons or organizations having authority, rights and/or privileges over such installation and operation (including, without limitation, property owners and/or homeowner associations). The installed system and equipment must have received permits with a final status from the City of Burbank.

Operation: Batteries must be programmed to discharge a minimum of 80% of their capacity daily during BWP’s peak period (4pm – 7pm). Customers who participate in the program are required to verify battery programming to BWP upon request.

Other Technical Requirements: Qualifying batteries must be able to receive signals in order to participate in demand response/load control programs.

Eligible Installation Costs

Eligible installation costs are limited to direct costs for hardware, battery storage system equipment, permits, and labor in connection with the deployment of panels, circuit breakers and meter sockets, electrical conduits, wiring, junction boxes, disconnects, switches, and fuses, together with connecting qualifying battery storage systems.

Ineligible Costs: Costs incurred solely for the purchase and installation of the solar system, as well as battery storage system operation and maintenance costs (including extended warranties and service contracts), are not eligible under the Program.

Application and Rebates

Application Submission: The BWP Customer of record must submit a complete and signed application along with all required documentation as defined in the Program application. Applications must be submitted no later than six months from the installation date.

Application Processing: Applications are accepted on a first come, first served basis and processed in the order received.

Funding Availability: Funds are limited and rebates are not guaranteed. BWP may waitlist applications if funding is anticipated to become insufficient or suspend Program enrollment until additional funding is available.

Maximum Rebate Amount: Rebate amounts are subject to change at any time. The rebate amount is based on the total cost of the battery storage system(s) and eligible installation costs, minus any other financial incentives or rebates received or expected from third parties (the “Net Cost”). Rebates may not exceed the Net Cost paid by eligible Customers.

Rebate Limits: Customers may only receive a rebate for the first 100kWh of battery storage capacity. Additional capacity beyond this amount is not eligible for the per kWh rebate.

Documentation: Applications that do not meet Program requirements will be considered ineligible. Submitted documents become the property of BWP.

Other Terms and Conditions

Service Period: Customers must maintain the battery storage system installation for a period of ten years from the installation date.

On-site Inspections: BWP reserves the right to inspect the battery storage system with reasonable notice before or after a rebate payment.

Participation in Future Programs: The Customer agrees to participate in future demand response or load control programs for which the installed battery storage system would be eligible.

No Warranty: BWP makes no warranty and is not responsible for any representations, whether expressed or implied, including warranties of merchantability, fitness, performance, or longevity.

Data: BWP may utilize data generated by the use of the battery storage system without compensation to improve BWP services, conduct studies, or fulfill legal or research requirements.

Terms and Conditions: Implementation and interpretation of the Program’s terms and conditions are at the sole discretion of BWP. The Program may be modified or terminated without prior notice.

Indemnification: To the fullest extent permitted by law, Customer agrees to indemnify and hold harmless the City, its elected officials, officers, agents, and employees from all claims, damages, losses, and liabilities arising from Program participation.
