Southern California is in the midst of a serious water supply shortage. All local businesses received a notice in January that the City of Burbank now requires that all multi-family residential, commercial and industrial water service customers certify that the following water efficiency measures have been installed on their property:

1 In January 1994, California Plumbing Code for toilets changed to 1.6 gallons per flush (gpf) and to 1.0 gpf for urinals. The Code is scheduled to change again in July 2011 to 1.28 gpf for toilets and to 0.5 gpf for urinals. Rebates may be available for these higher efficiency levels. Please refer to the rebate information on page 2.
A monthly surcharge of 25% on all water charges will be applied to customers not submitting the completed Certificate of Compliance form, attached. The original effective date of this surcharge was July 1, 2010. However, BWP has extended the deadline to certify that these water-efficient measures are installed, to October 31, 2010.
BWP has a limited supply of showerheads and aerators for free for Burbank businesses and residents. Demand for these items has been high, so before dropping by BWP’s Conservation Services desk at 164 W. Magnolia Blvd. to pick up the items, we recommend that you call our office first at 818-238-3730 to verify that the items you need are in stock.
Metropolitan Water District rebate will be available while funds last. MWD offers the following toilet and urinal rebates for Commercial customers only:
- $50 Rebate - High Efficiency Toilets 1.28 GPF
- $200 Rebate - Ultra Low Water or Zero Water Urinals
- No toilet or urinal rebates available for Multi-Family
- For commercial properties please visit MWDSaveABuck.com.
- For residential rebates or multi-family dwellings with four or less units, please visit SoCalWaterSmart.com.
The funds are administered by the Metropolitan Water District and are available on a first come, first served basis.
BWP also offers the Business Bucks Program which provides a free onsite review of facility energy and water use, and up to $2,000 in energy and water efficiency installations. Do you have Multiple Accounts? If you have more than one water account with BWP, please make copies of this form and submit one letter per water account number. Homeowner’s Associations. For Homeowner’s Associations, the requirements apply to the shared facilities areas only. Examples of shared facilities include recreation and exercise facilities, and laundry and pool areas. If you have no shared facilities, please submit Certificate of Compliance indicating that you are an HOA and have no shared facilities.
Locations with multiple units, such as an apartment building, must submit one compliance form once all the units are in compliance.

Multi-family, commercial and industrial properties that fail to certify compliance by October 31, 2010 or are found to be out of compliance after an on-site inspection will be subject to a surcharge of 25% on their water bill for 12 months. At any time during those 12 months, you may install the required measures and request an inspection. Upon successful inspection, the surcharge will be discontinued. If the non-compliance continues beyond the 12 months, the surcharge will increase to 50%.
