As of November 20, 2006 Burbank Water and Power (BWP) will no longer be processing applications for toilet rebates for multi-family (e.g. apartment complexes and condominiums) households. Funds are still available for multi-family households but will now be processed under the Save Water-Save a Buck Program. Ultra Low Flush Toilet Rebate Program eliminated, replaced with High Efficiency Toilet Rebates

Burbank Water and Power (BWP) had offered an ultra-low flush toilet (ULFT) rebate program to Burbank residents for 16 years. Careful review of this program led to a City Council decision to cancel the ULFT rebate program as of December 19, 2006. This decision is based primarily on the fact that Burbank has largely achieved saturation of ULFTs in households and is therefore no longer achieving the additional intended water saving goal of the rebate program.

In keeping with new technologies and our on-going efforts to save water, BWP will continue to offer rebates for High Efficiency Toilets (HET).

To allow for a smooth transition between programs a grace period had been granted, However, as of February 1, 2007, ULFT rebate applications are no longer accepted.

HET REBATE PROGRAM

The HET is defined as a fixture that flushes at 20 percent below the 1.6-gallons-per-flush/(gpf) U.S. maximum, equating to a maximum of 1.28-gpf. (NOTE: The HET category includes dual-flush fixtures.) This 20 percent reduction threshold serves as a metric for BWP to establish additional performance tiers for our financial incentive programs. It is also a part of the water-efficiency element of many green building programs in the U.S.

The rebate amount for replacing an existing high water usage toilet with an HET is up to $165.00. Total rebate amount is not to exceed price of toilet including tax. We also offer $30 rebates for HETs replacing standard ULFTs.

Burbank residents can receive up to three rebates per household unit.

New construction and installations requiring a building permit must purchase High Efficiency Toilets to be eligible for rebate.

PRIOR TO PURCHASING YOUR TOILET PLEASE READ THE FOLLOWING

Your rebate application must include the manufacturer* and the model number/name* of the toilet purchased. Back-up documentation stating the manufacture name and model name/number is also required when submitting your application. Applications that do not have the required information will be returned.

*Please note: More often than not, the retailer item number on your proof of purchase (sales receipt) does not substitute for the manufacturer name and model number/name. So that your application is not delayed, please make sure you provide us with the correct information. This may require that you cut out the manufacturer model/name information directly from the box/packaging the toilet comes in.

HOW THE REBATE PROGRAM WORKS

1. When you purchase a High Efficiency toilet, save your dated receipt. The receipt must show:

  • Manufacturer's Name
  • Model Name or Number
  • Cost of Item(s) Qualified for Rebate. Installation of the toilet is NOT eligible for rebate.

2. After the High Efficiency toilet is installed, download the HET rebate application.

3. Complete the application, attach a copy of your proof of purchase and mail it back to us at:

4. After we receive and review your application, BWP may call to schedule an inspection of the toilet(s). We randomly inspect rebate requests and your application may be subject to such inspection.

You may want to use the City of Burbank's Bulky Item Pickup Service to dispose of your old toilet. Simply call 818-238-3805 for a 24-hour recording on how to use this service. The City will gladly recycle your old toilet into paving material instead of filling up our landfill!
