An Invitation to Burbank's Lifeline and Low-income Customers
Burbank Water and Power (BWP) would like to invite qualifying customers to participate in our newly expanded Refrigerator Exchange Program. If you own a standard size working primary refrigerator that is at least 10 years old and meet the income eligibility requirements listed below, BWP will replace it with a brand new money-saving Energy Star model and environmentally recycle your existing unit for FREE!*
PRE-QUALIFICATION IS REQUIRED TO PARTICIPATE IN THIS PROGRAM BWP and Burbank Temporary Aid Center (BTAC) are working together to make the pre-qualification process easy. Simply follow:

Eligibility requirements for Burbank Water and Power’s Refrigerator Exchange Program:
- The customer must be a Burbank resident
- The resident applying for this program must be the customer of record with BWP
- Required income levels:

- The primary refrigerator must be in working condition and at least 10 years old
- Refrigerator size must be between 14 Cubic Feet to 25 Cubic Feet. Mini refrigerators, such as wine coolers or dorm coolers, or commercial sized refrigerators will not be accepted
- One primary refrigerator exchange per account per household
- Refrigerator brand and model number must be submitted
Any two of the items listed below would be considered as acceptable proof of income from each household member (can be a copy) of any of the following:
- Previous year’s tax return
- Recent paycheck stubs (minimum of two months)
- Checking and savings bank statement (minimum of two months)
- A recent letter from the Burbank Housing Authority indicating that the customer is on Section 8
- A recent Municipal Services Bill indicating ‘ELFL’ electric rate (for Lifeline customers only)
* In the case where the BWP customer leases the refrigerator from the property owner: The landlord/property owner then must be notified of the tenant’s willingness to participate in this program and agree to pay a $200 refrigerator payment to the City of Burbank. The landlord/property owner must also agree to keep the new refrigerator at the participating address for at least three years. Following pre-approval, the customer must mail the check (including a reference number or account number written on the check) to: Burbank Water and Power, 164 W. Magnolia Blvd., Burbank, CA 91502 – Attn: Refrigerator Exchange Program for timely processing.
Important notes:
- Depending on the level of interest, not all eligible applicants may pre-qualify. BWP will send applicants a written notification regarding pre-qualification.
- BWP is working with a company called ARCA on this program. BWP will provide ARCA with a listing of pre-approved customers. ARCA will contact pre-approved customers to schedule the exchange appointment. ARCA will verify existing refrigerator eligibility information at the site prior to the exchange. If the refrigerator is found to be less than ten years old or not meet other eligibility requirements, the exchange will not take place and the applying customer will be deemed ineligible for the program.
