Energy Solutions: Business Rebate Programs

Burbank Water and Power (BWP) is proud to offer rebates to Burbank businesses under our Energy Solutions Program. On April 7, 2009 the Burbank City Council approved the following methodologies for how Energy Solution rebates will be determined, effective immediately. In all cases, the incentive provided will not exceed 25% of the installed cost of the measure. Additionally, the annual customer rebate total may not exceed $100,000. Rebates are awarded to customers who elect to perform an early retirement of their inefficient equipment and install new products that exceed Title 24 requirements.

  • Lighting retrofits : BWP will pay $0.05 per kilowatt-hour saved over a one year period.
  • Heating, Ventilation, and Air Conditioning (HVAC) retrofits : BWP will provide a three-tier sliding scale for rebates based on the efficiency rating of the HVAC unit purchased. The higher the SEER or EER efficiency rating, the greater the rebate.

  • Heat Pump retrofits : A heat pump is essentially an air conditioner modified to allow it to operate as a heater as well. BWP will provide a three-tier rebate system for heat pumps. The enhanced rebate amounts relative to conventional HVAC options reflect the higher efficiency inherent in heat pumps.

  • Chiller retrofits : BWP will pay $0.05 per kilowatt-hour saved over a one year period for customers who elect to perform an early retirement of their inefficient equipment and install a new unit that exceeds Title 24 requirements. If replacing equipment that is no longer operational, rebates will be determined based on energy-savings exceeding Title 24 requirements.
  • Motor replacements : BWP will provide incentives for premium efficiency motors as determined by the standards established by the U. S. Department of Energy’s Federal Energy Management Program.

  • Thermal Energy Storage : Thermal Energy Storage (TES) is a method of shifting the demand of small commercial air conditioning systems from peak energy demand times to off-peak hours. TES systems make ice during off-peak hours and use the stored thermal energy during peak demand hours to provide cooling. The incentive is $800 per kilowatt of demand saved. The California Energy Commission provides peak kilowatt demand saving estimates for TES units. From these estimates, the following rebates are determined:

  • Cool Roofing : In order to receive a rebate for this measure each of the following three conditions must be true:
  1. The space directly below the reroof area is air conditioned.
  2. The reroof is NOT required to comply with Title 24 cool roof requirements. Please refer to this document to determine if your roofing project must comply with Title 24: CEC Blueprint Doc – Cool Roofing
  3. The cool roofing materials to be used will comply with the applicable Title 24 cool roof standards and tests.

If all three conditions are met, the rebate amount is calculated using energy savings and the tables below. BWP will pay $0.05 per kilowatt-hour saved over a one year period. Rebates are not to exceed 25% of the project cost.

  • PC network power management software: This software allows system administrators to place computers into sleep mode and shut down any open files (after first saving them) when appropriate. An independent study determined average annual savings of 200 kWh per PC. BWP will pay $0.05 per kilowatt-hour saved over a one year period.
  • Miscellaneous Energy-Saving Retrofits : The vast majority of business retrofit projects will fall into the categories listed above. For those energy-saving projects that don’t fall neatly into one of the above categories, yet will meet the criteria of this program, BWP will pay the greater of $0.05 per kilowatt-hour saved over a one year period.

IMPORTANT REBATE INFORMATION:

  • In all cases, the incentive provided will not exceed 25% of the installed cost of the measure. Additionally, the annual (calendar year) customer rebate totals may not exceed $100,000.
  • Complete rebate applications, including verified energy savings calculations and invoices must be submitted within four months after the project completion date in order to be eligible for rebate consideration.
  • Rebates are awarded to customers who elect to perform an early retirement of their inefficient equipment and install new products that exceed Title 24 requirements.
  • After project completion, a final inspection and verification of the installation will be required prior to issuing a final rebate check.
  • Rebates will be accommodated on a first come basis and limited annually to available funding of commercial programs.
  • The Energy Solutions program is for retrofit projects only.
  • All equipment must be new. Used, rebuilt, or refurbished equipment is not eligible.
  • If replacing equipment that is no longer operational, rebates will be determined based on energy-savings exceeding Title 24 requirements.
  • Significant energy savings are required to qualify for this program.
  • This program shall at all times be subject to change or termination without notice.
